Weird incident at the dead end of Tyra...

So last night Zac, Teagan, and I were enjoying our new favorite show, wipe out, when i looked out the window and saw a car followed by two cops drive into and park in our dead end. Zac ran to the window to watch as one guy got out of his car and walked towards the cops, the other walked away and dropped his shorts to the ground and just stood there. WEIRD! Then the cop yelled something to the guys and they all got back in their cars and drove away. We tried to get out my camera and video it so that we could sell it to Local News 8 for millions, but we were too late. Maybe next time. What in the world happened, and WHY did that guy take off his shorts?
